Overview

Citizens Property Insurance Corporation is a Florida state-created, not-for-profit, tax-exempt government entity established by the Florida Legislature in August 2002 through the merger of the Florida Residential Property and Casualty Joint Underwriting Association (FRPCJUA) and the Florida Windstorm Underwriting Association (FWUA). It serves as Florida's insurer of last resort, providing property insurance to eligible homeowners and businesses unable to obtain coverage through the voluntary private market.

Citizens' mission is to efficiently provide property insurance protection to Florida property owners who, in good faith, are entitled to obtain coverage through the private market but are unable to do so, while maintaining service standards comparable to private insurers. The company distributes exclusively through licensed independent insurance agents and actively manages a depopulation program to return policyholders to the private market when viable options exist.

By end of 2025, Citizens reduced its policy count by 73% from peak levels -- down to approximately 385,000 policies -- after successfully transferring over 546,000 policies to private carriers. In December 2025, the board approved the first rate reductions since 2015, averaging 8.7% statewide for most policyholders, reflecting the improved health of the Florida property insurance market.
