Overview
Floodbase (formerly Cloud to Street) is an AI platform that enables parametric flood insurance for previously uninsurable flood risks worldwide. Founded in 2016 by Bessie Schwarz and Dr. Beth Tellman -- who met as Yale School of the Environment master's students -- the company began as a satellite-based flood mapping research tool and evolved into an end-to-end data platform. The company rebranded from Cloud to Street to Floodbase in January 2023 as it expanded from research into commercial insurance product delivery.
The platform addresses a massive protection gap: 83% of global economic flood losses over the past decade were uninsured, and 70% of the world's flood-vulnerable locations lack traditional flood maps. Floodbase uses 17+ observational data sources -- satellite imagery, water gauge data, machine learning, and climate data science -- to deliver continuous flood monitoring independent of cloud cover, enabling insurers to underwrite parametric flood insurance anywhere on Earth.
Since its 2023 Series A, Floodbase has operated across 40+ countries, enabled more than 9,000 flood insurance policies, and has become the preferred parametric flood partner for leading re/insurers including Swiss Re Corporate Solutions, Liberty Mutual Re, and AXA Climate.
